US Marine Devin Jacob Ballard, 20, has been formally charged with murder and robbery in Okinawa. He was arrested earlier this month on suspicion of killing Anna Yagi, 39, at a hotel in Naha, the capital of the prefecture. Ballard was stationed at US Marine Corps Air Station Futenma at the time of the alleged crime.
According to the indictment document cited by Japanese media, prosecutors allege Ballard strangled Yagi with a telephone cord on 3 October. Investigators say he subsequently stole her backpack and wallet. Security footage from the hotel reportedly shows a man believed to be Ballard entering the building with Yagi and leaving alone while carrying her belongings.
Ballard was initially arrested on suspicion of the killing. While he reportedly denied the allegations, the Asahi Shimbun and Kyodo News cited investigators who said he made statements suggesting his involvement. The Marine Corps stated it is actively cooperating with Japanese authorities and extended condolences to the victim's family.
The case has intensified scrutiny on the US military presence in Okinawa. The prefecture hosts approximately 55,000 US soldiers, the highest concentration of American troops in Japan. Governor Genta Koja stated that the prefecture has repeatedly requested the US take preventive action. He described the alleged crime as a sign of a lack of discipline.
Prime Minister Sanae Takaichi called the incident brutal and heinous. Her government registered a strong protest with the United States. She called for strict disciplinary action against the service members and thorough measures to prevent similar incidents in the future.
The indictment follows a pattern of criminal cases involving US servicemen in the region. In 2024, there were four sexual assault cases involving US troops in Okinawa. Air Force member Brennon Washington received a five-year sentence for rape and kidnapping in that year. In 2025, Lance Cpl. Jamel Clayton was sentenced to seven years for sexually assaulting a woman.
Public anger has been visible in recent weeks. Approximately 100 people protested in Naha and Tokyo earlier this month. Social media users also voiced their outrage, with one comment reading enough is enough.
